So far as decisions affecting our daily lives are concerned, political democracy is largely overshadowed by the enormous power wielded by the masters of technical systems: corporate and military leaders, and professional associations of groups such as physicians and engineers. They have far more to do with control over patterns of urban growth, the design of dwellings and transportation systems, the selection of innovations, our experience as employees, patients, and consumers, than all the governmental institutions of our society put together. This research focuses on emerging institutional mechanisms which seek to answer the question of market failures by means other than command-and-control regulation imposed in the name of the public interest. It seeks to identify these new mechanisms, to evaluate them and to make institutional proposals for an improved form of governance.
On pourrait sans doute affirmer que Schelling n’est pas un philosophe « politique » au sens moderne du terme, et pourtant la période la plus originale et la plus féconde de sa pensée est consacrée à l’analyse et à la définition du concept qui est à la base de toutes les grandes théories politiques de la modernité, à savoir celui de la liberté.
